SITE SELECTION 


Initial Project Development

  • First, LLL takes steps to fully understand the Client’s general requirement and objectives for the facility they intend to build and operate.
  • Site Selection and Evaluation
    • Review site locations that the Client may have already been offered by the local authorities
    • Source and review alternate sites based on the Client's criteria and supply information to be reviewed in conjunction with the site's suitability to meet the Client's needs
    • Check on availability of services to all sites that are under review
    • Request info from the zone on service locations and levels – in some cases this information is prepared by the zone and easy to acquire, in other cases where the zone has not completed their own internal planning, details are not accessible until after the plot of land has been purchased and approved by all local gov’t bureau’s
    • Pre-determine if the site is fit for its intended purposes by reviewing local conditions of sites in the general area.
  • Advise the Client on potential conflicts of the Project requirements versus what the Local Authorities may like to have as a new industrial facility. 

Concept Design

  • The team at Lion Liaison will work together with the Client’s engineering team and or engineering consultants to build an accurate concept of what the Client wishes to build. Based on the details provided we will then produce an architectural concept that will cover the site layout, building layouts and general elevations.
  • Once the architectural drawings are approved, design briefs are prepared for the Civil, Structural, Mechanical, Electrical, HVAC components of the Project.
  • We also work together with the Clients engineering team and or engineering consultants to come up with a schedule on the Clients requirements for utilities - including power usage, gas usage, and steam/hot water usage.

Scheduling and Project budgeting

  • LLL will outline the details and provide the schedule for works required by the local government authorities to progress the concept design from architectural representations to preliminary planning submissions, approval of preliminary planning, detailed design phase, 3rd party checking of the detailed design through to receipt of construction permit
  • LLL will provide an overall project planning schedule for the complete project from preliminary planning phase through to receipt of occupancy certificate based on current local conditions
  • Based on the concept design, architectural drawing approvals and the design briefs prepared for the civil, structural, mechanical, electrical, HVAC works and equipment purchases, LLL will prepare a project budget to cover all the trades and purchases
  • LLL will advise the Client on any potential risks involved based on local conditions and the type of industrial building the Client wishes to build and operate.

DETAILED DESIGN MANAGEMENT 


Based on past experience working in the Chinese construction market, LLL knows it is imperative that the Detailed Design for the project be as fully complete as possible before requesting tender bids from both international and local construction companies. The more detailed the design the more complete the tender pricing will be and in turn, the more accurate the project build price will be. Every project has changes during the construction phase, however, a qualified design will mitigate future design changes which could prove costly during the construction phase.


Alternatively, the Client may wish to employ the builder on a design and construct basis which would encompass the detailed design brief being executed after the contract is awarded. Either way, the detailed design brief is very important.


Design Management

  • LLL ensures that the concept design is complete and detailed, design Institute qualified and contract in place
  • Detailed design to commence based on concept design and Client’s specifications
  • Weekly design review with the DI to ensure rate of work complete, accuracy of work being designed and quality of trade overlays
  • LLL will provide value-added design solutions based on experience and potential new building solutions during the detailed design phase
  • LLL will provide regular reports to the Client based on any potential design changes to the concept design to meet local regulations
  • LLL will work with the Client’s engineer and or engineering consultants to review the detailed design and make comments, request changes and or change design aspects based on the Client’s requirements
  • LLL will review and comment on BOQ prepared by the DI based on the approved detailed design
  • Client’s engineer and or consulting engineers to sign off on design as being complete and ready for the tender process.

PROJECT BASED SOURCING AND PROCUREMENT

Procurement/Sourcing of Design Professionals, Contractors, and Suppliers of General and Specific Equipment


At this stage, the concept design and general briefs on mechanical, electrical, structural and HVAC should be complete and therefore a local Chinese design institute can be sourced and design work commenced. Design work to include preliminary and Detailed Design.


Sourcing of Qualified Design Institute

  • An evaluation of known design institutes with qualifications to work in the designated location (site location) will be carried out with specific emphasis on establishing the ability of the key trade designers in the various institutes
  • From the pre-qualification, a “Request for Proposal” (RFP) will be issued to the qualified designers
  • Upon receipt of the proposals from the designers, a review and comparison will be drawn up with recommendations on who would be the best partner for the Client
  • Design contract and fees to be reviewed
  • Negotiation on contract terms and fees to be done in conjunction with Clients legal counsel, once in agreement, contract to be signed to allow the design to commence.


Sourcing of Qualified Contractors

  • An evaluation of known international and local construction companies with the suitable construction licenses to carry out the works will be carried out. Said pre-qualification to be reviewed by the Client and a decision on the number of companies requested to submit a tender will be made.
  • Pre-qualified and approved bidders will then be given a “Tender bid package”
    • Tender bid package to include the following:
    • Tender Outline
    • Instruction to the Bidders
    • Sample Contract
    • General Conditions
    • Building Specifications
    • Clean bill of quantities with rates and qty’s clear – (supplied by DI and reviewed by LLL and Client) - bidder to submit qty’s and rates based on dwg’s submitted
    • Tender drawing package - electronic
    • Clients preferred supplier list for equipment and materials
    • Project Schedule.


Sourcing of Specialist and General Equipment Suppliers

  • LLL works together with the Client through the concept design phase and the detailed design phase to identify and specify any special and or general equipment the Client needs to purchase that could be outside the scope of the General Contractor.
  • Equipment sourcing to cover but may not be limited to the following:
    • Forklifts
    • Welding machines
    • Grinding machines
    • Specialist exhaust Systems
    • Bridge cranes
    • Jib cranes
    • Lifting devices
    • Building Management Systems (BMS)
    • Kitchen design and equipment
    • Furniture for offices, staff amenities, and factory offices
    • Demountable factory offices
    • Diesel pumping Systems and filling stations
    • Air compressors
    • Painting systems
    • IT Servers and backup systems.


NOTE – Client preference and nomination of suppliers will be rigorously pursued. If the preferred equipment cannot be sourced locally in China an imported component may be considered as an option.

  • Once specific equipment details are known sourcing will commence. This process will continue throughout the project as additional items are identified and or revised
  • Supplier qualification and pricing will be supplied based on the equipment specified and or nominated by the Client
  • Contract negotiation with Client input will be undertaken and contracts locked in place
  • The supply and delivery periods for all equipment needs to be closely monitored to ensure a seamless transition from the supply through to the installation within the facility
  • Contract payments and cost control to be monitored through ongoing equipment supply process.

Construction Management

As per the “Detailed Design Management” section, experience in the market shows that a qualified design is not sufficient to ensure a quality result. On-site management and control of the construction schedule are crucial from the time the main contract is signed until the Client is occupying the facility. Lion Liaison will be pushing from the outset for the contractor to mobilize on site ASAP and have the works commence on time. Depending on the works schedule two potential issues need to be considered at this time, “Winter Works” and “Chinese New Year”. Winter works will affect the costs and Chinese New Year will affect the schedule.

At all times, Lion Liaison staff will be on site to inspect the works, confirm that the correct materials are being used, inspect all prefabricated structures and pieces, check all supply items and confirm that the goods being used on the project meet the local Chinese codes, meet the design requirements and the Clients specifications.

Construction Management Includes:

  • Site management
  • Quality control
  • Site safety control and reporting
  • Scheduling control
  • Cost control
  • Review, advise on, and management of variations in respect to cost and design
  • Weekly progress reports – written and photographic
  • Liaison between construction schedule and equipment supply
  • Control and management of GC supplied product manuals, maintenance manuals and future maintenance schedules for all equipment supplied by the GC.
  • Control and confirmation on GC supplied “as-built” drawings.

Project Management (PM) can be broken up into a number of different categories based on the Client’s needs. PM can be broken up into Design Management (DM), Construction Management (CM), Engineering- Procurement and Construction Management (EPCM) and then what Lion Liaison prefers to provide, Turnkey Project Management.


Turnkey Project Management encompasses EPCM as well as working directly for the Client to assist, advise and implement the initial planning of the Project. We work with the Client to cover the necessary submissions and follow up of applications to the various local authorities to ensure the Project can be approved on local and provincial levels. We are deeply involved in the submission and follow up of applications for project planning approval, environmental approval, HSE approval and we assist in all aspects to ensure that the Project is able to commence construction on time.


During the construction phase of the Project LLL is to all intents and purposes the Client. We are the ever watchful eyes, we control the quality of the works being carried out by the GC and all suppliers. We are the guiding hand, sometimes heavy, to make sure milestones are met and that project completion meets the schedules agreed to at the outset of the works.  


Finally, we work together with the Client at the tail end of the Project to collate all necessary documentation for general purposes as well as all necessary documentation for submission to the local authorities to allow the Client to occupy the premises and use them for their intended purposes.

Client Representation and Assistance When Dealing with Local Authorities

Lion Liaison will -

  • Assist the Client in preparation of documentation required for preliminary planning
  • Assist the Client in preparing of documentation and details for submission to the power bureau
  • Assist the Client in preparing of documentation and details needed in dealing with the local gas supplier
  • Assist the Client in preparing of documentation and details needed by the local environmental company so they can, in turn, prepare the necessary environmental impact assessment
  • Work directly with the local authorities to prepare and execute contracts on behalf of the Client for the connection of all utilities to the Project – power, water, gas, telephone, storm water, waste water and access roads.
